§ 1640-l. Residential parking system in the city of Binghamton. 1.\nNotwithstanding the provisions of any law to the contrary, the city\ncouncil of the city of Binghamton may, by adoption of a local law or\nordinance, provide for a residential parking permit system and fix and\nrequire the payment of fees applicable to parking within the area in\nwhich such parking system is in effect in accordance with the provisions\nof this section.\n 2. Such residential parking permit system may only be established\nwithin the area of the city consisting of the following roadways:\n (a) Pine Street, from Carroll Street to Liberty Street;\n (b) Henry Street, from Carroll Street to Liberty Street;\n (c) Fayette Street, from Court Street to Henry Street;\n (d) Carroll Street, from Court Street to H
