(a)Each commission consists of three (3) members who
shall be appointed by the mayor and confirmed by the governing
body. Each commissioner shall be a qualified elector of the
city and serve without compensation for a term of three (3)
years and until his successor is appointed and qualified. Of
the three (3) commissioners first appointed, one (1) shall be
appointed for a one (1) year term, one (1) for a two (2) year
term, and one (1) for a three (3) year term. Not more than one
(1)commissioner may be appointed from the governing body, and
no officer or employee in the fire or police department is
eligible to appointment or service as a commissioner. In the
case of a vacancy or disqualification of any commissioner, the
mayor, with the consent of the governing body, may appoint a
