§ 17. Governor to communicate annually to legislature, reprieves,\ncommutations and pardons. He must annually communicate to the\nlegislature, each case of reprieve, commutation or pardon; stating the\nname of the convict, the crime of which he was convicted, the sentence\nand its date, and the date of the commutation, pardon or reprieve.\n
