* § 413. Nonregional transportation coordinating committees' actions.\n1. The following actions by the transportation coordinating committees,\nto be taken when necessary, shall be accepted as official metropolitan\nplanning organization actions without formal ratification by the\ncouncil:\n (a) The delineation of and keeping up-to-date, subregional urban area\nboundaries in cooperation with the state.\n (b) The designation of appropriate federal-aid urban highway systems\nsubject to concurrence of the department of transportation.\n (c) The making of minor modifications to the transportation\ncoordinating committees' transportation improvement program, including\nminor changes in scope of endorsed projects, substitutions by the\ninitiating agency of projects of similar scope, and de
