1.There is hereby established\nin the joint custody of the commissioner of taxation and finance and the\ncomptroller, a special fund to be known as the "life pass it on trust\nfund".\n 2. Such fund shall consist of all revenues received pursuant to the\nprovisions of section four hundred four-u of the vehicle and traffic law\nand all other moneys appropriated, credited, or transferred thereto from\nany other fund or source pursuant to law. Such report shall include how the monies of the fund were\nutilized during the preceding calendar year, and shall include:\n (i) the amount of money disbursed from the fund and the award process\nused for such disbursements;\n (ii) recipients of awards from the fund;\n (iii) the amount awarded to each;\n (iv) the purposes for which such awards were granted; and\n (v) a summary financial plan for such monies which shall include\nestimates of all receipts and all disbursements for the current and\nsucceeding fiscal years, along with the actual results from the prior\nfiscal year.\n 3. Monies of the fund shall be expended only for organ transplant\nresearch and education projects approved by the commissioner of health,\nor to provide grants to not-for-profit corporations in this state which\nare incorporated for the purpose of increasing and promoting organ and\ntissue donation awareness provided, however, beginning April first, two\nthousand fifteen, any revenues received or any monies appropriated,\ncredited or transferred to the fund on and after May first, two thousand\nfourteen may also be expended to support the maintenance and operation\nof the donate life registry in accordance with the provisions of section\nforty-three hundred ten of the public health law.\n 4. Monies shall be payable from the fund on the audit and warrant of\nthe comptroller on vouchers approved and certified by the commissioner\nof health.\n 5. To the extent practicable, the commissioner of health shall ensure\nthat all monies received during a fiscal year are expended prior to the\nend of that fiscal year.\n * NB There are 2 § 95-d's\n
