§ 209-f. Transfer of certain functions of the science and technology\nfoundation.
1.Transfer of the small business technology investment\nfund. Upon the transfer pursuant to section two hundred nine-d of this\narticle of the functions and powers possessed by and all of the\nobligations and duties of the science and technology foundation as\nestablished pursuant to article ten-A of the public authorities law to\nthe office as prescribed by section two hundred nine-d of this article,\nnotwithstanding section twenty-eight of section one of chapter one\nhundred seventy-four of the laws of nineteen hundred sixty-eight, the\nadministration of the small business technology investment fund shall be\ntransferred and assigned to, assumed by and devolved upon the urban\ndevelopment corporation, an

Upon the transfer pursuant to section two hundred nine-d of this\narticle of the functions and powers possessed by and all of the\nobligations and duties of the science and technology foundation as\nestablished pursuant to article ten-A of the public authorities law to\nthe office as prescribed by section two hundred nine-d of this article,\nnotwithstanding section twenty-eight of section one of chapter one\nhundred seventy-four of the laws of nineteen hundred sixty-eight, the\nadministration of the small business technology investment fund shall be\ntransferred and assigned to, assumed by and devolved upon the urban\ndevelopment corporation, and the administration of the small business\ntechnology investment fund is hereby determined to be a corporate\npurpose of the urban development corporation.\n 2. Transfer of certain assets and liabilities. Upon the transfer\npursuant to section two hundred nine-d of this article of the functions\nand powers possessed by and all of the obligations and duties of the\nscience and technology foundation as established pursuant to article\nten-A of the public authorities law to the office as prescribed by\nsection two hundred nine-d of this article, all of the assets and\nliabilities of the small business technology investment fund established\npursuant to appropriations made by various chapters of the law\nincluding, but not limited to chapter fifty-three of the laws of\nnineteen hundred eighty-one, chapter fifty-three of the laws of nineteen\nhundred eighty-five, chapter fifty-three of the laws of nineteen hundred\neighty-six, chapter fifty-three of the laws of nineteen hundred\neighty-seven, chapter fifty-three of the laws of nineteen hundred\neighty-eight, chapter fifty-three of the laws of nineteen hundred\neighty-nine, chapter fifty-three of the laws of nineteen hundred ninety,\nchapter fifty-three of the laws of nineteen hundred ninety-one, chapter\nfifty-three of the laws of nineteen hundred ninety-two, chapter\nfifty-three of the laws of nineteen hundred ninety-three, chapter\nfifty-three of the laws of nineteen hundred ninety-four, and chapter\nfifty-three of the laws of nineteen hundred ninety-five shall be\ntransferred to the urban development corporation.\n 3. Transfer of certain appropriations. Upon the transfer pursuant to\nsection two hundred nine-d of this article of the functions and powers\npossessed by and all of the obligations and duties of the science and\ntechnology foundation as established pursuant to article ten-A of the\npublic authorities law to the office as prescribed by section two\nhundred nine-d of this article, appropriations enacted heretofore for\nthe small business technology investment fund made pursuant to various\nchapters of the law including, but not limited to, chapter fifty-three\nof the laws of nineteen hundred eighty-one, chapter fifty-three of the\nlaws of nineteen hundred eighty-five, chapter fifty-three of the laws of\nnineteen hundred eighty-six, chapter fifty-three of the laws of nineteen\nhundred eighty-seven, chapter fifty-three of the laws of nineteen\nhundred eighty-eight, chapter fifty-three of the laws of nineteen\nhundred eighty-nine, chapter fifty-three of the laws of nineteen hundred\nninety, chapter fifty-three of the laws of nineteen hundred ninety-one,\nchapter fifty-three of the laws of nineteen hundred ninety-two, chapter\nfifty-three of the laws of nineteen hundred ninety-three, chapter\nfifty-three of the laws of nineteen hundred ninety-four, and chapter\nfifty-three of the laws of nineteen hundred ninety-five, all\nappropriations and reappropriations heretofore made to the science and\ntechnology foundation, or segregated pursuant to law, to the extent of\nremaining unexpended or unencumbered balances thereof, whether allocated\nor unallocated and obligated or unobligated, shall be transferred and\nmade available to for use and expenditure by the urban development\ncorporation for the same purpose for which originally appropriated or\nreappropriated and shall be payable on vouchers certified or approved by\nthe commissioner of taxation and finance, on audit and warrant of the\ncomptroller.\n 4. Transfer of certain records. Upon the transfer pursuant to section\ntwo hundred nine-d of this article of the functions and powers possessed\nby and all of the obligations and duties of the science and technology\nfoundation as established pursuant to article ten-A of the public\nauthorities law to the office as prescribed by section two hundred\nnine-d of this article, all books, papers, records and property\npertaining to the small business technology investment fund shall be\nmaintained by the urban development corporation.\n
