§ 3-0103. Commissioner of environmental conservation.\n The head of the department shall be the Commissioner of Environmental\nConservation, who shall be appointed by the Governor, by and with the\nadvice and consent of the Senate, and hold office at the pleasure of the\nGovernor by whom he was appointed and until his successor is appointed\nand has qualified.\n
