§ 10-104. Military voters; right to vote. A military voter of this\nstate shall be entitled to vote as fully as if he were present at his\npolling place and to register and vote in the manner hereinafter\nprovided except that the provisions of this article for absentee voting\nin primary elections shall not apply to the party positions of members\nof the ward, town, city or county committee.\n
