§ 258-cc. Prohibitions.

1.It shall be unlawful for any person to sell\nor distribute in the state of New York, other than exclusively at\nretail, any dry milk powder originating from any area outside the\ncontinental United States including Alaska and Hawaii without first\nhaving registered with the commissioner.\n 2. It shall be unlawful for any person to sell or distribute in the\nstate of New York any dry milk powder originating from any area outside\nthe continental United States including Alaska and Hawaii that has not\nbeen designated by the commissioner as being rinderpest and\nfoot-and-mouth disease free.\n 3. It shall be unlawful for any person to sell or distribute in the\nstate of New York any dry milk powder originating from any area outside\nthe continental United States
