4. Article IV. The State Council. a. There is hereby established the New Jersey State Council for Interstate Adult Offender Supervision which shall consist of the following members:
(1)two members of the General Assembly, no more than one of whom shall be of the same political party, appointed by the Speaker of the General Assembly;
(2)two members of the Senate, no more than one of whom shall be of the same political party, appointed by the President of the Senate;
(3)the Administrative Director of the Courts;
(4)the Commissioner of Corrections or his designee;
(5)a law enforcement officer and a representative from a crime victim's organization, each appointed by the Governor with the advice and consent of the Senate; and (6) the Chairman of the State Parole Board. b. The Governor sha
