The Secretary of Labor shall, with the approval of the Governor, determine the number of employees needed for the efficient and economical performance of the functions and duties of the Department of Labor. The Secretary of Labor is authorized and empowered to make such agreements as may be necessary or proper with the Secretary of Labor or any other agency, department or bureau of the federal government with respect to the proration of salaries and expenses paid to employees of the Department of Labor whose duties are not exclusively in the performance of the functions of the unemployment compensation division.
