§ 1283. Clinging to vehicles.

1.No person operating an electric\nscooter shall attach such scooter, or himself or herself, to any vehicle\nbeing operated upon a roadway.\n 2. No vehicle operator shall knowingly permit any person to attach any\nelectric scooter, or himself or herself, to such operator's vehicle in\nviolation of subdivision one of this section.\n
