§ 1281 — Traffic laws apply to persons operating electric scooters; local laws

§ 1281. Traffic laws apply to persons operating electric scooters;\nlocal laws. 1. Every person riding an electric scooter upon a roadway\nshall be granted all of the rights and shall be subject to all of the\nduties applicable to the driver of a vehicle and the rider of a bicycle\nby this title, except as to special regulations in this article and\nexcept as to those provisions of this title which by their nature can\nhave no application.\n 2.

(a)Except as provided in paragraphs (b) and (c) of this\nsubdivision, the governing body of any city, town or village may, by\nlocal law or ordinance, further regulate the time, place and manner of\nthe operation of electric scooters, including, but not limited to,\nmaximum speed, requiring the use of protective headgear, and the wearing\nof rea
