  § 424. Approval of projects. When the funds for municipal\ntransportation infrastructure renewal projects are appropriated to the\ndepartment, such projects shall be undertaken only pursuant to contract\nwith the commissioner entered into following submission to and approval\nby the commissioner of a municipal project application therefor.\n
