§ 42. Scope of jurisdiction. The territorial jurisdiction of the Utica\ntransit authority shall be coterminous with the territorial limits of\nthe City of Utica and of the areas the Utica transit commission is now\nserving. The Utica transit authority may provide its services or\nfacilities to any additional areas or areas, outside of its territorial\njurisdiction, in which it is franchised, licensed, authorized or\npermitted to provide such services or facilities by a local legislative\nbody or governmental regulatory agency.\n
