§ 423. Powers and duties of municipalities. A municipality is hereby\nauthorized to:\n 1. Undertake and carry out any municipal transportation infrastructure\nrenewal project for which state assistance is received or is to be\nreceived pursuant to this article.\n 2. To expend money received from the state together with other moneys\navailable to it for costs incurred for any such project.\n 3. To contract with any person, firm, corporation or agency, either\ngovernmental or private, for the purpose of accomplishing the purposes\nof this article.\n 4. To apply for and receive moneys of the state and the federal\ngovernment for the purposes of accomplishing projects undertaken or to\nbe undertaken pursuant to this article.\n 5.
