§ 421. Definitions. As used in this article, the following terms shall\ninclude and mean:\n 1. "Transportation infrastructure renewal project". The construction,\nreconstruction, improvement, reconditioning, and preservation, including\nthe acquisition of real property and interests therein required or\nexpected to be required in connection therewith, of:\n a. state highways and bridges, state parkways and bridges, highways\nand bridges not on the state highway system, including the improvement\nand/or elimination of highway-railroad grade crossings, and commuter\nrail parking facilities;\n b. ports, marine terminals, canals and waterways; and\n c. rail rapid transit, commuter rail, omnibus systems and facilities,\nrail passenger facilities, rail freight facilities, and airport and\n
