§ 302. Application for assistance. The commissioner is hereby\nauthorized to receive and review applications from municipal\ncorporations for state aid for municipal projects, and to approve such\napplications, within the amounts appropriated therefor, as are part of\nor consistent with a statewide comprehensive master plan for\ntransportation promulgated by the commissioner and approved by the\ngovernor or, in the absence of any current comprehensive master plan\nsound transportation development policy and planning concepts. The\ncommissioner shall submit copies of any application so approved to the\ngovernor, to the director of the budget and to the office of planning\nservices with such recommendations as he may deem appropriate.\n The commissioner is hereby authorized to prescribe s
