§ 264. Continuity of authority. For the purpose of succession to all\nfunctions, powers, duties, and obligations transferred and assigned to,\ndevolved upon and assumed by it pursuant to this chapter, the department\nof transportation shall be deemed and held to constitute the\ncontinuation of the department of public works and the superintendent of\npublic works and not a different agency or authority.\n
