§ 124. Existing rights and remedies preserved. No existing right or\nremedy of any character shall be lost, impaired or affected by reason of\nthe transfer or assignment of functions, powers, obligations and duties\nfrom the former division of the lottery and former racing and wagering\nboard to the commission.\n
