§ 121. Completion of unfinished business. Any business or other matter\nundertaken or commenced by the former division of the lottery and the\nformer racing and wagering board pertaining to or connected with the\nfunctions, powers, duties and obligations transferred and assigned to\nthe state gaming commission and pending on the effective date of this\narticle shall be conducted and completed by the appropriate successor\noffices within the commission in the same manner and under the same\nterms and conditions and with the same effect as if conducted and\ncompleted by the former division of the lottery and former racing and\nwagering board.\n
