§ 956. Statement of legislative findings and declaration. It is\nhereby found and declared that there exist within the state certain\nareas characterized by persistent and pervasive poverty, high\nunemployment, limited new job creation, a dependence on public\nassistance income, dilapidated and abandoned industrial and commercial\nfacilities, and shrinking tax bases. These severe conditions require\nstate government to target for these areas extraordinary economic and\nhuman resource development programs in order to stimulate private\ninvestment, private business development and job creation.
