§ 95-a. Programs for the aging. Any county, city, town, village or\nschool district is hereby authorized and empowered to establish,\nmaintain and operate programs devoted in whole or in part to the welfare\nof the aging, and to contract with private, nonprofit corporations,\nassociations, institutions or agencies for the operation and maintenance\nof such programs. Any such county, city, town, village or school\ndistrict may appropriate, raise and expend moneys for the purposes of\nestablishing, maintaining and operating, or contracting for the\noperation and maintenance of such programs, and may also receive and\nexpend moneys from the state, the federal government or private\nindividuals, corporations or associations for such purposes.\n
