§ 95. Youth agencies and assistance. Any municipality as defined by\nsection two hundred forty of this chapter is hereby authorized and\nempowered to establish, maintain and operate a bureau or agency thereof\nfor the purpose of coordinating and supplementing the activities of\npublic and private agencies devoted in whole or in part to the welfare\nand protection of youth therein, and to undertake and promote activities\nand establish, maintain and operate projects devoted in whole or in part\nto providing leisure-time activities for youth or assistance to\nchildren. Any municipality as defined by section two hundred forty of\nthis chapter may appropriate, raise and expend moneys for the purposes\nof establishing, maintaining and operating such bureau or such agency,\nand may also receiv
