§ 27-3311. Carpet stewardship advisory board.\n 1. There is hereby established within the department the carpet\nstewardship advisory board to make recommendations to the commissioner\nregarding producer plans required by this title.\n 2. The board shall be composed of thirteen voting members. Such\nmembers shall include:\n (a) one representative of carpet producers;\n (b) two representatives of carpet retailers;\n (c) one representative of carpet recyclers;\n (d) two representatives of carpet collectors;\n (e) one representative of a company that utilizes discarded carpet to\nmanufacture a new product;\n (f) one representative of a carpet installer association;\n (g) one representative from a statewide environmental organization;\n (h) one representative from a statewide waste d
