§ 27-0403. Legislative intent.\n The legislature hereby finds and declares that development and\nimplementation of local programs to conserve energy through sound solid\nwaste management efforts can be of broad benefit to the state. Through\nutilization of resource reuse and other programs, primary raw materials\ncan be conserved, energy savings can be gained, the amount of waste\ndisposed of in landfills can be reduced, and, through proper management\nof the waste stream, improved operations at waste-to-energy facilities\nmay be realized. In recognition of the potential benefits to be accrued\nfrom implementing sound solid waste management programs, the legislature\nhereby declares that a program directed toward enhancing the state's\nresource reuse efforts will provide energy, economic
