§ 27-2615. Department responsibilities.\n 1. The department is authorized to promulgate rules and regulations\nnecessary to implement and administer this title. At a minimum, the\ndepartment shall promulgate rules and regulations on: standards for\nreuse; electronic waste acceptance credits; waivers of the recycling\nsurcharge; and acceptable alternative methods for the determination of\nstate sales data.\n 2. The department shall (a) maintain a list of manufacturers who are\nregistered pursuant to section 27-2605 of this title, (b) maintain a\nlist of each such manufacturer's brands, and (c) post such lists on the\ndepartment's website.\n 3. The department may waive the recycling surcharge payable by a\nmanufacturer under this title when the manufacturer demonstrates in an\napplication
