§ 17-A — Placement of certain director of school facility positions

§ 17-a. Placement of certain director of school facility positions. 1.\nThe legislature hereby finds and declares that the continued,\nuninterrupted, adequate and efficient operation of school facilities is\nnecessary for the general welfare of the people; that such adequate\noperation involves and requires personnel with highly specialized\nability, skill, training, and knowledge; that local civil service\ncommissions may decide to classify such positions where they constitute\nbona fide civil service positions as evidenced by factors including\nenhanced pay, benefits, and dignity of position; that while competitive\nexamination has been deemed practicable for directors of school\nfacilities, to require such examination for valid appointment of current\nlong-standing employees would irreparably disorganize certain school\nfacility operations, endanger the safety of students, and interrupt the\ncontinuity and effective performance of important educational\noperations.\n 2. Notwithstanding the provisions of this chapter or any provisions to\nthe contrary contained in any general, special, or local laws, any\nperson holding a permanent competitive class appointment as:\n (a) Supervisor of Buildings and Grounds - Albany City School District,\nSuperintendent of Buildings and Grounds, Director of Facilities,\nDirector of Facilities and Transportation, Director of Facilities and\nOperations - Albany County;\n (b) Superintendent of Buildings and Grounds - Allegany County;\n (c) Director of School Facilities I, II and III; Director of School\nFacilities and Operations III - Broome County;\n (d) Superintendent of Buildings & Grounds - Cattaraugus County;\n (e) Superintendent of Buildings and Grounds - Cayuga County;\n (f) Facilities Manager - Forestville School, Maintenance and\nTransportation Manager - Ripley CSD, Superintendent of Buildings and\nGrounds, Superintendent of Buildings and Transportation - Dunkirk School\nDistrict, Senior Building and Maintenance Mechanic - Fredonia CSD,\nDirector of Facilities and Operations and Superintendent of Buildings\nand Grounds - City of Jamestown - Chautauqua County;\n (g) Superintendent of Buildings and Grounds, Supervisor of Buildings\nand Grounds - Chemung County;\n (h) Superintendent of Buildings and Grounds - Chenango County;\n (i) Superintendent of Buildings and Grounds; Director of Operations - St. Lawrence County;\n (ll) Supervisor of Buildings and Grounds, Superintendent of Buildings\nand Grounds, Director of Facilities, Director of Facilities I, II and\nIII - City of Saratoga Springs, Director of Facilities and\nTransportation, Director of Facilities and Operations - Saratoga County;\n (mm) Supervisor of Buildings and Grounds, Superintendent of Buildings\nand Grounds, Director of Facilities, Director of Facilities and\nTransportation, Director of Facilities and Operations - Schenectady\nCounty;\n (nn) Supervisor of Buildings and Grounds, Supervisor of Buildings,\nFacilities and Grounds, Maintenance Supervisor - Sharon Springs, Head\nCustodian - Gilboa Conesville, Schoharie County;\n (oo) Superintendent of Buildings and Grounds, Building Maintenance\nSupervisor - Schuyler County;\n (pp) Director of Facilities and Grounds - Seneca County;\n (qq) Superintendent of Buildings and Grounds, Director of Facilities\nand Operations I, Head Building Maintenance Mechanic - Steuben County;\n (rr) Plant Facilities Administrator - Suffolk County;\n (ss) Director of Facilities Support and Services I, II, III - Sullivan\nCounty;\n (tt) Superintendent of Buildings and Grounds - Tioga County;\n (uu) Superintendent of Buildings and Grounds, Maintenance Supervisor,\nDirector of School Facilities and Operations III - Tompkins County;\n (vv) Superintendent of Buildings and Grounds, Director of Facilities\nand Operations, Director of Operations and Maintenance, Director of\nBuildings and Grounds, Director of Building Maintenance and Director of\nOperations - Ulster County;\n (ww) Superintendent of Buildings and Grounds, Director of Facilities -\nGlens Falls City, Director of Facilities and Transportation, Director of\nFacilities and Operations - Warren County;\n (xx) Supervisor of Buildings and Grounds, Superintendent of Buildings\nand Grounds, Director of Facilities, Director of Facilities and\nTransportation, Director of Facilities and Operations - Washington\nCounty;\n (yy) Director of Facilities and Operations II - Wayne County;\n (zz) Director of School Facilities and Operations Maintenance -\nWestchester County;\n (aaa) Superintendent of Buildings and Grounds - Wyoming County;\n (bbb) Building and Maintenance Supervisor, Superintendent of Buildings\nand Grounds;\nor any other competitive positions not delineated in this section that\nare an equivalent competitive position to those listed in this section,\nwho was serving in such capacity on the date the first exam is\nadministered for such position pursuant to section seventeen of this\nchapter, shall receive a permanent appointment to such position as may\nbe properly classified by the local civil service commission having\njurisdiction, without further examination or qualifications and shall\nhave all the rights and privileges of the jurisdictional class to which\nsuch position may be allocated.\n
