§ 3. Definition of a county. A county is a municipal corporation\ncomprising the inhabitants within its boundaries and formed for the\npurpose of exercising such powers and discharging such duties of local\ngovernment and administration of public affairs as may be imposed or\nconferred upon it by law.\n
