§ 328. Powers and duties of the board. 1. The board shall serve as a\nresource center for the gathering and dissemination of information and\nprovide other assistance relating to 911 services and technologies.\n 2. The board shall monitor and periodically review the provision of\n911 services throughout the state, including but not limited to,\nconformance with applicable standards.\n 3. The board shall assist municipalities in developing plans to\nestablish and implement enhanced 911 services utilizing state-of-the-art\ntechnologies and management systems.\n 4.

(a)The board shall promulgate minimum standards for the operation\nof public safety answering points, which shall include, but not be\nlimited to, minimum staffing requirements, minimum educational\nqualifications for 911 cal
