§ 280-h. Permissive referendum. The provisions of sections one hundred\none and one hundred two of this chapter and the applicable provisions of\nthe election law as to conduct of elections and qualifications of voters\nshall apply to permissive referenda conducted hereunder, except that\nonly those electors shall be qualified to sign a petition and to vote\nwho are resident within an area included in the proposed county\ndistrict, and provided further that the number of signatures required on\nthe petition shall be five hundred or five per centum of the owners of\ntaxable real property situated within the proposed district, whichever\nshall be less.\n The clerk of the governing body shall cause to be prepared and have\navailable for distribution proper forms for such petition and shall
