§ 280-c. Powers of county agency. The agency, as empowered by the\ngoverning body, may assemble data relating to (1) problems and solutions\nin hurricane protection, flood and shoreline erosion control and the\nareas of immediate need within the county, (2) the techniques and\neffectiveness of providing dunes, bluffs, bulkheads, dikes, groins,\njetties, fills and alternative methods of hurricane protection, flood\nand shoreline erosion control, (3) the methods of financing hurricane\nprotection, flood and shoreline erosion control and the availability of\naid and assistance from alternative sources, (4) the possibility of\ndeveloping and utilizing existing facilities and a plan of development\nfor the county district which most complements more comprehensive plans\nof hurricane protectio
