§ 235. The board of supervisors by resolution may appoint a committee\nof citizens of the county to act in an advisory capacity to any\ncommittee, department or office on any subject relating to county\ngovernment. The members of such committee shall serve without\ncompensation and it shall be the duty of such advisory committee to\nmeet, consult and advise with the officers or department heads named in\nthe resolution. Such advisory committee shall have no powers other than\nadvisory. The board of supervisors may authorize the payment of the just\nand reasonable actual expenses of the members of such advisory\ncommittee.\n
