§ 234-a. Service of notice in relation to constitutionality of local\nlaw, ordinance, rule or regulation of a county. Whenever the\nconstitutionality of any local law, ordinance, rule or regulation of a\ncounty is brought into issue upon a trial or hearing of any civil cause\nof action or proceeding in any court, and the county is not a party to\nsuch action or proceeding, notice shall be served upon the county in\naccordance with section one thousand twelve of the civil practice law\nand rules.\n
