3.For the purposes of this act unless the context clearly indicates otherwise: a. "Act" means the "New Jersey Library Construction Incentive Act." b. "Area" means all or part of one or more political subdivisions of the State of New Jersey.

c."Project," "construction project," "rehabilitation project," "expansion" or "acquisition," means a project which is eligible for a grant under regulations and standards promulgated under this act. When used alone, "project" means any construction, expansion, or rehabilitation project or acquisition.

d."Public library" means a library that serves free of charges all residents of an area without discrimination and receives its financial support, in whole or in part, from public funds. "Public library" does not include any special-purpose library, suc

"Eligible project costs" means costs incurred in a project approved by the President of Thomas Edison State College, a portion of which may be reimbursed. g. "President" means the President of Thomas Edison State College. h. "Fiscal year" means the period between July 1 of any calendar year and June 30 of the next succeeding calendar year.
