24.The Legislature finds and declares that: a. It is the constitutional obligation of the Legislature to provide all children in New Jersey with a thorough and efficient system of free public schools; b. The breadth and scope of such a system are defined by the Legislature through the commissioner and the State board pursuant to P.L.2007, c.260 (C.18A:7F-43 et al.) so as to insure quality educational programs for all children; c. It is imperative that the program in every school district in this State includes all of the major elements identified as essential for that system consistent with standards adopted pursuant to section 10 of P.L.1975, c.212 (C.18A:7A-10); d.
