He shall have authority to compel the attendance of witnesses and the production of documents, may examine the books and papers of producers of or dealers in fuel or electrical energy, and may compel the cooperation of all officers, boards, commissions and departments of the state having information that may assist him in making investigations in the discharge of his duties.
