Text
If the secretary of state, or any town or proprietors' clerk, shall not, within a reasonable time after the payment or tender of his fees therefor, make out, certify and deliver to any person a copy of any such record or documents in his possession he shall be fined $100, and be liable for all damages sustained by such neglect or refusal.
