Subdivision 1.Authorization. The commissioner shall establish a program that allocates money to counties and federally recognized Tribes in Minnesota to provide prevention and early intervention services under the Family First Prevention Services Act. Subd. 2.Uses.

(a)Money allocated to counties and Tribes may be used for the following purposes:
(1)to implement or expand any service or program that is included in the state's prevention plan;
(2)to implement or expand any proposed service or program;
(3)to implement or expand any existing service or program; and
(4)any other use approved by the commissioner. A county or a Tribe must use at least ten percent of the allocation to provide services and supports directly to families. Subd. 3.Payments.
