Subdivision 1.Department.

(a)The Department of Children, Youth, and Families is established.
(b)The commissioner of children, youth, and families is hereby constituted the "state agency" for the purposes of Title IV of the Social Security Act of the United States and the laws of this state. The commissioners of human services and children, youth, and families are hereby constituted the "state agency" for background studies under chapter 245C.
(c)The commissioner of children, youth, and families is hereby constituted the "state agency" for the purposes of administering the child care and development fund. The commissioners of human services and children, youth, and families are hereby constituted the "joint interagency office" for background studies under chapter 245C. Subd. 2.Transfer
