A.Any rule, regulation, or order shall be adopted as an ordinance of the board and shall require the vote stipulated in R.S. 33:9204(B). Any such ordinance shall be introduced in writing and read by title at a meeting of the board at least twenty-eight days prior to consideration for adoption. A public hearing on the ordinance shall also be set by the board upon such introduction. Notice of this public hearing, including the time, place, and date, and the entirety or title of the ordinance shall be published in the official journal of Lafayette Parish, and a copy thereof shall be hand delivered or sent by certified mail to the governing authority of Lafayette Parish and to the governing authority of the city of Lafayette within five days of introduction.
