A.The board shall convene and hold its first meeting in the city of Lafayette as soon as practicable after the appointment of the commissioners. A majority of the membership of the board shall constitute a quorum for conducting business. The board shall elect from its own members a president, vice-president, secretary, and treasurer, whose duties shall be those usual to such offices. At the option of the board, the offices of secretary and treasurer may be held by one person. The board shall also designate the time and place for holding regular meetings and shall meet in regular session once each month.
