When the work has been duly authorized and the plans and specifications approved, the governing authority shall advertise for bids for installing and constructing the system in the same manner as now provided by law for the letting of public contracts. The specifications may provide for the installation of the lighting system on a one-time rental or lease basis. The governing authority, upon receipt of bids, shall accept the lowest responsible bid and enter into a contract for the installation of the street lighting facilities, in the manner provided by law, provided, that if the petitioning property owners in their original petition shall have fixed a maximum amount beyond which the entire cost of the work shall not extend for each lineal front footage, no bid shall be accepted or no cont
