Text
Certificates or instruments, either printed or written, purporting to be:
(1)the official act of a notary public of this state, of the District
of Columbia, or of any other state or territory of the United States;
and
(2)under the seal and signature of a notary public;
shall be received as presumptive evidence of the official character of
the instrument and of the facts set forth in the instrument.
