Neither:

(1)a person who:
(A)has a fee interest in;
(B)is a tenant, a lessee, or an occupant of; or
(C)is in control of; a property located in a reservoir conservancy district; nor
(2)the reservoir conservancy district; owes a greater duty to an individual using the reservoir for a recreational purpose than they would owe if the conservancy district had not been established.
