(a)Any person having a claim against the state arising out of an express or implied contract may bring suit within ten
(10)years after accrual of the claim.
(b)The claim brought under this section shall be tried to the court, not a jury. [Pre-1998 Recodification Citation: 34-4-16-1.1.]
