For promotions which shall give appropriate consideration to the applicant's qualifications, linguistic capabilities, cultural knowledge, record of performance, seniority and conduct. For positions subject to a collective bargaining agreement, an advancement in rank or grade to a position constitutes a promotion. For all other positions, the Director may establish rules containing additional factors, such as an increase in responsibility or an increase in the number of subordinates, for determining whether internal movement constitutes a promotion.
