(Text of Section from P.A. 104-136) Sec. 8b. Jurisdiction B - Merit and fitness. (a) For positions in the State service subject to the jurisdiction of the Department of Central Management Services with respect to selection and tenure on the basis of merit and fitness, those matters specified in this Section and Sections 8b.1 through 8b.20. (b) Application, testing and hiring procedures for all State employment vacancies for positions not exempt under Section 4c shall be reduced to writing and made available to the public via the Department's website or equivalent. All vacant positions subject to Jurisdiction B shall be posted. Vacant positions shall be posted on the Department's website in such a way that potential job candidates can easily identify and apply for job openings and identify the county in which the vacancy is located. Vacant positions shall be updated at least weekly. (c) If a position experiences a vacancy rate that is greater than or equal to 10%, that position shall be posted until the vacancy rate is less than 10%. (d) Unless prohibited by federal law, the administration of the following federal programs (and anything they may be subsequently named) shall continue to be conducted by employees subject to this code: (1) Supplemental Nutrition Assistance Program, formerly known as Food Stamps; (2) Employment Security (Unemployment Insurance and Employment Services); (3) Grants to States for Old-Age Assistance for the Aged; (4) Aid to Families with Dependent Children; (5) Grants to States for Aid to the Blind; (6) Grants to States for Aid to the Permanently and Totally Disabled; (7) Grants to States for Aid to the Aged, Blind or Disabled; (8) Medical Assistance (Medicaid); (9) State and Community Programs on Aging (Older Americans); (10) Federal Payments for Foster Care and Adoption Assistance; (11) Occupational Safety and Health Standards; (12) Occupational Safety and Health Statistics; (13) Robert T.
