(a)After commencement of design and construction of the project and until completion, the department of economic planning and development [economic development and stabilization board] shall approve expenditures for project engineering and construction. The city of Cheyenne shall provide to the director of the department of economic planning and development [chairman of the economic development and stabilization board] monthly progress reports confirming that the construction, design and specifications for the project are being followed and complied with.
