At any time within fifteen (15) days from the publication of the
resolution of intention, the owners of property situated within
the proposed assessment district may file with the city clerk
their written objections to the proposed improvement. If
protests against the making of the improvements are filed by the
legal owners of record of more than one-half (1/2) of the area
of the property subject to assessment therefor, within an
assessment district, the proposed improvements within that
district shall be abandoned. No protest will be considered
unless filed within fifteen (15) days after the publication of
resolution of intention. If any petition is filed signed by the
owners of fifty percent (50%) of the property proposed in the
petition to be assessed for any local improvement, the gove
